Planning Area Executive Order, 2026
Signed on 18 February 2026, Executive Order 3 creates planning areas for Katsina, Daura and Funtua and requires land agents to register and report every transaction.
Governor Radda signed the Planning Area Executive Order (Executive Order 3, 2026) on 18 February 2026, the day the 2025–2040 masterplans for Katsina, Daura and Funtua were unveiled. It gives those masterplans their legal framework.
The order establishes planning areas for the three cities, makes ward and village heads (Mai-unguwa, Wakilai and Magajis) development-control partners who report new developments and land transactions, requires land vendors (dillalai) to register with KATGIS and report every transaction, and empowers the Urban and Regional Planning Board to enforce development control.
