A civil service refurbishment loan scheme was expanded, and wage awards and Ramadan support were paid to state and local government workers, including 5,000 bags of rice and 900 bags (100 kg) of maize.
An Annual Merit Award Scheme was introduced; in its first cycle, 14 outstanding civil servants from state and local government services were rewarded.
