The State House of Assembly passed the Emirate Law in August 2025 and Governor Radda signed it, redefining the role of traditional institutions in the state's governance. The Katsina State Council of Emirs was inaugurated on 16 December 2025, chaired by the Emir of Katsina with the Emir of Daura as co-chairman, to advise on Islamic law, customary practice and community affairs.
In April 2026 the governor flagged off the new grading structure under the law: district heads moved to Grade Level 16 and village heads to Grade Level 10. The Special Adviser on Emirate Affairs said nearly 8,000 ward heads now benefit from an enhanced allowance system.
