Passing out of the pioneer Kano State Neighbourhood Watch Corps

Speech by the Governor

As prepared for delivery. The words spoken on the day may differ slightly.

It is with profound respect and deep solidarity that I stand before you today to witness a historic moment, the graduation of the pioneer cohort of the Kano State Security Neighbourhood Watch Corps.

I extend my warmest congratulations to the 2,000 dedicated men and women who have successfully completed this demanding training. You have not only mastered new skills, you have embraced a solemn duty to protect your communities, uphold the rule of law, and serve as pillars of peace in Kano State.

Your Excellency, Engr. Abba Kabir Yusuf, I commend you for your bold and timely leadership in establishing this vital security architecture.

In launching the Neighbourhood Watch Corps, Kano State has taken a strategic and visionary step toward institutionalizing community-driven security, a model grounded in the fundamental understanding that lasting peace and public safety cannot be sustained through external enforcement alone. True security must be organically cultivated from within the communities themselves, where local knowledge, social cohesion, and everyday vigilance serve as the first and most effective line of defense. This initiative rightly empowers citizens not merely as bystanders, but as active stakeholders and co-architects of their own safety, fostering a culture of collective responsibility, trust, and resilience that complements the efforts of formal security agencies and lays the foundation for enduring stability across the state.

This initiative is not only a response to current challenges, it is an investment in resilience, trust, and long-term stability for the entire Northwest region.

Your Excellency, while Kano celebrates its pioneer batch today, I am proud to share that Katsina State Government has recruited, trained and fully equipped 6,696 security personnel (comprising Community Watch Corps, Vigilantes, and Community Security Volunteers) and procure over 1,600 motorcycles, 102 Hilux vehicles, 21 APCs, 1,500 tactical kits, 2,750 pumps actions guns and 1,500 upgraded AK-47s to serve as frontline defenders in vulnerable and bandit-affected communities.

Our experience has taught us that when vigilance, local intelligence, and community trust are combined with proper training, equipment, and oversight, the results are transformative. These corps members have become indispensable partners to our security agencies in tracking criminal elements, recovering stolen property, and deterring violence in rural and urban communities alike.

Yet, as we all know, insecurity does not respect state boundaries. Bandits, kidnappers, and traffickers operate across our shared landscapes with little regard for administrative lines. Therefore, our security strategies must be equally interconnected.

Kano’s initiative presents a powerful opportunity for greater coordination, standardization, and joint operations across our states. I propose that we Governors of the Northwest would establish a Regional Framework for Community Security, including:

  • Harmonized training curricula;
  • Shared intelligence platforms;
  • Cross-border patrol protocols; and
  • Joint recognition and welfare systems for our brave community defenders.

In this spirit, Katsina State stands ready to exchange best practices, share lessons learned, and collaborate closely with Kano and all sister States as we build a safer, more secure Northwest together.

To the new cadets of the Kano Neighbourhood Watch Corps: You have taken an oath—not just to your state, but to your neighbours, your families, and your future.

Let your conduct be guided by discipline, integrity, and humanity. Your uniform is a symbol of public trust—never abuse it. Your authority is a privilege—never misuse it. Your mission is to protect—not to persecute.

Remember: the most powerful weapon you carry is not your baton or your radio—it is the trust of the people you serve. Guard it fiercely.

Your Excellency, the graduation we witness today is more than a ceremony—it is a covenant between the government and its citizens, a promise that peace is possible when we stand together.

On behalf of the Government and people of Katsina State, I congratulate you once again on this landmark achievement. May Almighty Allah grant you wisdom, strength, and success in this noble endeavour.

To the graduates: You are now the shield of your communities. Serve with honour, act with justice, and lead with courage.

May peace, unity, and security flourish in Kano, Katsina, and the nation at large.

Thank you.
