High-level consultation on security and governance

Jawabin Gwamna

Kamar yadda aka shirya gabatar da shi. Kalmomin da aka faɗa a ranar na iya ɗan bambanta.

It is with profound gratitude to Almighty Allah, and deep humility that I stand before you today to present a comprehensive review of our administration’s achievements since inception not as a boast, but as a solemn report card to the citizens who entrusted us with their hopes, their dreams, and their future.

Today, I am proud to report that hope is no longer a promise. It is a reality being lived, built, and multiplied across our 34 Local Government Areas.

I. SECURITY: COMMUNITY OWNERSHIP, STATE SUPPORT

As we are all aware, some parts of Katsina State are faced with security challenges such as banditry, cattle rustling and kidnapping for ransom among so many others. With the efforts and support of the Federal, State and Local Governments, insecurity across the State has been reduced to the barest minimum.

Though, security is not just the absence of violence, but it is the presence of peace, productivity and prosperity. And in Katsina State that presence is growing stronger every day.

We refused to accept that banditry is our destiny. We confronted it not with rhetoric, but with strategy, resources, and community mobilization.

The Katsina State Government has recruited, trained and fully equipped 6,696 security personnel (comprising Community Watch Corps, Vigilantes, and Community Security Volunteers) and procure over 1,600 motorcycles, 102 Hilux vehicles, 21 APCs, 1,500 tactical kits, 2,750 pumps actions guns and 1,500 upgraded AK-47s to serve as frontline defenders in vulnerable and bandit-affected communities.

In addition to that, we launched “Operation Wanda Ya Fasa” a joint task force of Army, Police, DSS, and Civil Defence conducting sustained operations during planting, weeding, and harvest seasons.

We have also introduced monthly allowances for 2,515 Imams, 2,515 Naibis, 2,515 Ladans, 1,279 Security Support Groups, and 6,652 Ward Heads, recognizing their role as pillars of community stability.

We are also treating victims affected by banditry, supporting widows and rebuilding lives shattered by violence.

II. AGRICULTURE: FROM SUBSISTENCE TO MECHANIZED VALUE CHAINS AND INDUSTRIALIZATION

We recognized that true economic liberation must begin with the land. Our four-year agricultural roadmap is clear:

Year 1 - Inputs and Extension

Year 2 - Mechanization

Year 3 - Value Chain

Year 4 - Industrialization

In Year One and Two, we delivered:

  • The sum of ₦21.4 Billion was expended for procurement of 20,000 metric tonnes of fertilizer in 2024 and another ₦16.8 Billion for 16,000 metric tonnes in 2025.
  • 722 motorcycles and knapsack sprayers for extension workers restoring the broken link between government and farmer.
  • 4,000 hand power tillers and the establishment of the Katsina State Mechanization Centre.
  • Resuscitation of the Songhai Centre at Makera and Dutsinma — trained 102 unemployed graduates in modern agribusiness.
  • Revival of the Cotton Value Chain through distributing free inputs to thousands of cotton farmers.
  • Construction of Veterinary Clinics, Abattoirs, and Milk Collection Centres and empowering our pastoralists.
  • ₦1.9 Billion for Dry Season Vegetable Farming across all 34 LGAs — ensuring year-round food production.

And today we launch the next phase: Large-Scale Agricultural Mechanization.

We distributed 400 Lovol TB 504 ROPS Tractors, 10 Multi-functional Combine Harvesters, 200 Disc Harrows, 200 Ridgers, 70 Trailers, and 1,000 Multi-planters.

This is not procurement. This is revolution. A revolution that will end reliance on rain, reduce post-harvest losses, and position Katsina State as Nigeria’s next food basket.

III. EDUCATION:

The State Government has put much emphasis and committed a lot of resources for the development of Education in the State.

Over 120 dilapidated Primary Schools have been fully rehabilitated including provision of furniture and construction of staff quarters and perimeter fencing to restore dignity to early learning.

45 Public Secondary Schools have undergone major rehabilitation, with emphasis on science laboratories, libraries, and ICT rooms. In a bold move to set new standards of excellence, the present administration established 3No. Special Model Secondary Schools at Radda in Charanchi Local Government Area, Jikamshi in Musawa Local Government Area, and Dumurkul in Mai’adua Local Government Area. These schools are fully boarding institutions equipped with modern STEM laboratories, ICT and robotics centers, Libraries and e-learning hubs, Sports complexes and hostels as well as Solar-powered electricity and water systems

Designed to serve as centers of academic excellence, they will admit top-performing students from across the state on merit, with full scholarships covering tuition, feeding, and accommodation.

In partnership with World Bank and the Federal Ministry of Education, Katsina State successfully implemented the AGILE Project across the States. The project provided safe learning spaces for 12,000 out-of-school girls, psycho-social support and remedial education, distribution of learning kits and menstrual hygiene materials and training of 320 teachers on gender-responsive pedagogy

Under the TESS Project, Katsina State upgraded 60 schools with WASH facilities (toilets, boreholes, handwashing stations), trained 1,200 teachers in modern pedagogical methods, introduced digital learning tools in 30 pilot schools and improved learning outcomes by 32% in participating schools within 18 months.

In alignment with to our reform agenda, we have sponsorship of 68 brilliant Katsina State indigenes to study Artificial Intelligence and Biotechnology Engineering in China. Another set of 41 students under the State sponsorship are currently studying Medicine in Egypt.

IV. HEALTH: BUILDING A HEALTHY, PRODUCTIVE POPULATION

Health is the foundation of development. In 2024 alone, we invested over ₦14 Billion in our health sector, achieving 87% budget performance.

We upgraded 260 Primary Health Centres with staff quarters, solar lighting, boreholes, and cold chain equipment.

We rehabilitated a number of General Hospitals including those upgraded such as Kafur, Charanchi, Faskari, Dandume, Zango, Daura and Mani General Hospitals.

We recruited 808 new health professionals and sponsored 41 medical students to study MBBS in Egypt — one from each LGA.

We launched the “Free Medicare Scheme” in 2024 and enrolled over 200,000 vulnerable citizens under the Basic Health Care Provision Fund.

We disbursed ₦2 Billion via the Katsina State Contributory Health Management Agency (KTSCHMA) which has now won the “Best State Health Insurance Agency of the Year 2025” with enrollment rising from 320,000 to over 500,000.

And we delivered a landmark: The ₦761 Million 16-Bed Kidney Dialysis Centre at General Amadi Rimi Hospital, the first of its kind in Northern Nigeria.

The ₦545 Million Diagnostic Imaging Centre is 50% complete and will soon offer CT scans, X-rays, and ultrasounds to all.

We vaccinated over 2.2 Million children and disbursed ₦4 Billion in cash grants to 800,000 caregivers.

Our health system is no longer broken. It is healing. And it is saving lives.

V. ECONOMIC EMPOWERMENT: KASEDA — THE ENGINE OF OUR TRANSFORMATION

At the heart of our economic revolution stands the Katsina State Enterprise Development Agency (KASEDA) established in October 2023 as the single most powerful instrument for job creation, poverty reduction, and inclusive growth.

In just two years, KASEDA has directly impacted directly 23,912 entrepreneurs from nano-traders to medium-scale industrialists turning job seekers into job creators.

We established the Shared Industrial Development Centre (IDC) with SMEDAN — a bustling hub for tailoring, printing, agribusiness, and ICT now being transformed by UNDP into a Social Innovation Maker-Space for our brilliant youth.

We conducted the first-ever Statewide MSME Census identifying and registering over 600,000 businesses giving us the data to plan, target, and invest wisely.

And we institutionalized the Katsina State MSME Policy the first of its kind and launched the annual Katsina nMSME Awards and Fair to celebrate, promote, and connect our local innovators.

Ladies and gentlemen, KASEDA is not an agency. It is a movement. A movement that has turned despair into enterprise, villages into industrial clusters, and our youth into CEOs of their own destinies.

VI. HOUSING & INFRASTRUCTURE: LAUNCHING A NEW ERA

As we gather today, we prepare to host the National “Renewed Hope Homeownership and Housing Development Campaign” the first state in Nigeria to do so.

This is not coincidence. It is consequence. Consequence of the economic foundation we have laid. The security we have restored. The confidence we have rebuilt.

Through this campaign, we will align our housing policies with national reforms, empower citizens with mortgage literacy, and attract private investment to build affordable homes not just as shelters, but as launch-pads for economic opportunity homes where KASEDA entrepreneurs can work, where our youth can dream, and where families can thrive.

VII. LOCAL GOVERNMENT COUNCIL ADMINISTRATION REFORM:

Since May 2023, the Katsina State Government has undertaken bold, systemic reforms to strengthen local governance, enhance service delivery at the grassroots, and restore public trust in Local Government Councils (LGCs). These reforms cut across institutional restructuring, capacity building, financial accountability, and community participation, ensuring that governance is not just centralized, but truly decentralized to the people.

Recognizing the decades-long neglect of retirees and the crippling burden of unpaid pensions and gratuities, our administration took decisive action through the establishment of State and Local Government Pension & Gratuity Reform Committee.

To professionalize local governance and improve service delivery, the State Government launched a comprehensive training and reorientation program for both Local Government staff and Local Government Education Authorities staff.

We have also establish a Community Development Program (CDP) Committees across all 34 LGAs and given them responsibility towards extending service delivery to the citizens.

Fellow Katsinawa,

In just two years, we have moved from survival to strategy. From despair to delivery. From dependency to dignity.

We have empowered 23,912 entrepreneurs.

We have mechanized our farms.

We have secured our villages.

We have healed our sick.

We have trained our youth.

We have honored our elders.

We have built systems not just projects.

This is what “Building Your Future” looks like.

This is what your government, your servant, has done.

And this is only the beginning.

The road ahead is long, but our resolve is longer.

Our vision is clear: A Katsina State where no youth is idle, no farmer is poor, no patient is turned away, no woman is left behind, and no community lives in fear.

With your continued support, with God’s guidance, and with the relentless dedication of our team we will build that Katsina State.

Finally, I wish to express my profound appreciation to all those who found time to grace this occasion despite numerous pressing commitments. I wish all of you safe journey back to your respective destinations.

Thank you.
