Katsina State was ranked overall best in Nigeria in implementing the Better Education Service Delivery for All–Additional Financing (BESDA-AF) Transforming Education Systems at State Level (TESS) project. The announcement came at a Universal Basic Education Commission (UBEC) meeting in Abuja.
Katsina outperformed Oyo and Adamawa to secure $12.18 million (₦18.7 billion), the highest reward nationwide. UBEC cited transparency in the use of funds, integrity in project delivery, adherence to World Bank guidelines and well-qualified personnel, alongside results in school rehabilitation, teacher recruitment and infrastructure.
The Commissioner for Basic and Secondary Education, Hajiya Zainab Musa Musawa, credited the Governor's leadership and the TESS team led by Hajiya Binta A. Ahmad.
